The duty of counties, municipalities and towns is to care about the needs of the citizens, and in addition to other things, through the planning of space in a way that they provide the making of spatial plans. Spatial plans are ordered by towns and municipalities (for the local level), or by a county for the regional level, and spatial planning specialists prepare them.
Taking into consideration that a spatial plan has an effect on all segments of life and work, when making spatial plans, depending on the level and content of the spatial plan which is being prepared, the participation of various professions must be ensured. The specialist activities of spatial development are carried out by an authorised architect – town planner as the leader.
