Planning is a process of coordinating interests in a space, and a spatial plan is a document with which the way of using the land is defined. The plan defines the method in which a space will be built, infrastructurally connected and protected. Spatial plans are adopted on state, regional and local levels. The plans are arranged like a pyramid, in a way so that all the plans are mutually synchronised.
The Spatial Development Strategy of the Republic of Croatia is the fundamental state document for the direction of spatial development , and all spatial plans must be in complience with the Strategy.
